Module 7 – EI IFSP Process and Procedural Safeguards

In July of 2022, the Colorado Department of Early Childhood (CDEC) took over the responsibility of evaluations for children referred to Early Intervention (it was previously administered by the Department of Education)
Slide 7.2.1 and 7.3.1 – Step 1 of Identification and Referral, the initial Service Coordinator is an EI Colorado Care Navigator for the programs that do not do their own intake. EI Colorado does not do post-referral screening
Slide 7.2.1 – Steps 2 & 3 – EI Evaluation Entities conduct the evaluation and determine eligibility. They talk to the family about eligibility either at the evaluation appointment or within 24 hours. The Care Navigator will then send the results to the family for review and to sign that they understand the results and have received their procedural safeguards
Slide 7.2.2 (IFSP Form) – the current form looks a little different than the form shown in this training.. The most current form may be found under “forms” at eicolorado.org
Slide 7.3.5 – Prior Written Notice and Consent to Evaluate Form – in our current system, IFSP meetings are rarely held on the same day as the evaluation so this form is not used much
Slide 7.4.7 – EI Colorado does not do post-referral screenings
Slide 7.5.5 – This slide was created when the eligibility criteria was at only 33% in one area, currently the eligibility criteria is 33% delay in one area OR 25% delay in two or more areas
Videos about eligibility determination were developed based on a previous definition of significant delay. This is referenced on slides 7.5.6 and 7.5.8
Slide 7.5.7 – Informed Opinion of Delay (IOD) – EI Colorado has created a resource that explains when to use IOD and when not to use it
Troubleshooting Tip: Because this module has a large amount of video content, it may be necessary to switch to a different browser if the videos are not working as expected

Quiz Question Clarification:
There is a quiz question that asks, “Who is responsible for determining eligibility for early intervention?” The correct answer for the quiz is the “Service Coordinator as representative of the CCB.” However, in the current system, the evaluator that is contracted with an EI Colorado Evaluation Entity is the one who determines eligibility and then the Care Navigator follows up with the family to discuss next steps
Another quiz question asks the learner to choose all that apply. One answer is “all of the above.” This is the correct answer, even though it asks the learner to choose all that apply so it seems the user should select all of the options. Please treat this as multiple choice instead.
